The recently published Report of theAHAG on the Operation of NHS Research Ethics Committees advocates major reforms of the NHS research ethics committees system. The main implications of the proposed changes and their probable effects on the major stakeholders are described.The Ad Hoc Advisory Group on the operation of NHS research ethics committees, set up in November 2004 by Lord Warner on behalf of the Department of Health, submitted its report in June 2005.1 The report advocates major reforms of the (...) research ethics committee system. The primary aim of the report is to streamline the processes around the approval of research projects and to pursue conformity of governance across Europe. Implicit in the report is the contention that failure to achieve this objective would be harmful to everyone with vested interests in improving health and social care. Moreover, it is stated that the reforms will enhance the mechanisms that protect the interests of all parties concerned.1Being mindful of two published critiques of the Warner Report, we suggest that its alleged benefits should not be taken at face value.2,3 In fact, the reformed system will give rise to moral failings akin to those of the existing system, but will differ from the existing system in its effect on the stakeholders. Thus, whereas the outgoing system has given each stakeholder a unique mixture of benefit and harm, the incoming system offers benefit only to sponsors and researchers and nothing but detriment to participants in research and consumers of its products.In the light of this conclusion, we finally suggest that the Warner Report be construed not merely as an ill-considered document, but rather as an ideological reflection of a long-established hegemonic contract fine-tuning itself to contemporary global challenges.To avoid …. Chomsky's current Biolinguistic methodology is shown to comport with what might be called 'established' aspects of biological method, thereby raising, in the biolinguistic domain, issues concerning biological autonomy from the physical sciences. At least current irreducibility of biology, including biolinguistics, stems in at least some cases from the very nature of what I will claim is physiological, or inter-organ/inter-component, macro-levels of explanation which play a new and central explanatory role in Chomsky's inter-componential explanation of certain properties of the syntactic component (...) of Universal Grammar. Under this new mode of explanation, certain physiological functions of cognitive mental organs are hypothesized, in an attempt to explain aspects of their internal anatomy. Thus, the internal anatomy of the syntactic component exhibits features that enable it to effectively interface with other 'adjacent' organs, such as the Conceptual-Intensional system and the Sensory- Motor system. These two interface systems take as their inputs the assembled outputs of the syntactic component and, as a result of the very syntactic structure imposed by the syntax are then able to assign their sound and meaning interpretations. If this is an accurate characterization, Chomsky's long-standing postulation of mental organs, and I will argue, the advancement of new hypotheses concerning physiological inter-organ functions, has attained in current biolinguistic Minimalist method a significant unification with foundational aspects of physiological explanation in other areas of biology. Moral distress (MD) is well-documented within the nursing literature and occurs when constraints prevent a correct course of action from being implemented. The measured frequency of MD has increased among nurses over recent years, especially since the COVID-19 Pandemic. MD is less understood among nurse leaders than other populations of nurses. A qualitative systematic review was conducted with the aim to synthesize the experiences of MD among nurse leaders. This review involved a search of three databases (Medline, CINAHL, and APA (...) PsychINFO) which resulted in the retrieval of 303 articles. PRISMA review criteria guided authors during the article review and selection process. Following the review, six articles were identified meeting review criteria and quality was assessed using the Critical Appraisal Skills Programme (CASP) Checklist for qualitative studies. No ethical review was required for this systematic review. The six studies included in this review originated from the United States, Brazil, Turkey, and Iran. Leadership roles ranged from unit-based leadership to executive leadership. Assigned quality scores based upon CASP criteria ranged from 6 to 9 (moderate to high quality). Three analytical themes emerged from the synthesis: (1) moral distress is consuming; (2) constrained by the system; and (3) adapt to overcome. The unique contributors of MD among nurse leaders include the leadership role itself and challenges navigating moral situations as they arise. The nurse leader perspective should be considered in the development of future MD interventions. (shrink)

Background Unit-based critical care nurse leaders (UBCCNL) play a role in exemplifying ethical leadership, addressing moral distress, and mitigating contributing factors to moral distress on their units. Despite several studies examining the experience of moral distress by bedside nurses, knowledge is limited regarding the UBCCNL’s experience. Research aim The aim of this study was to gain a deeper understanding of the lived experiences of Alabama UBCCNLs regarding how they experience, cope with, and address moral distress. Research design A qualitative descriptive (...) design and inductive thematic analysis guided the investigation. A screening and demographics questionnaire and a semi-structured interview protocol were the tools of data collection. Participant and research context Data were collected from 10 UBCCNLs from seven hospitals across the state of Alabama from February to July 2023. Ethical considerations This study was approved by the Institutional Review Board at the University of Alabama in Huntsville. Informed consent was obtained from participants prior to data collection. Findings UBCCNLs experience moral distress frequently due to a variety of systemic and organizational barriers. Feelings of powerlessness tended to precipitate moral distress among UBCCNLs. Despite moral distress resulting in increased advocacy and empathy, UBCCNLs may experience a variety of negative responses resulting from moral distress. UBCCNLs may utilize internal and external mechanisms to cope with and address moral distress. Conclusions The UBCCNL’s experience of moral distress is not dissimilar from bedside staff; albeit, moral distress does occur as a result of the responsibilities of leadership and the associated systemic barriers that UBCCNLs are privier to. When organizations allocate resources for addressing moral distress, they should be convenient to leaders and staff. The UBCCNL perspective should be considered in the development of future moral distress measurement tools and interventions. Future research exploring the relationship between empathy and moral distress among nurse leaders is needed. (shrink)

Background Traditional top-down national regulation of internationally mobile doctors and nurses is fast being rendered obsolete by the speed of globalisation and digitisation. Here we propose a bottom-up system in which responsibility for hiring and accrediting overseas staff begins to be shared by medical employers, managers, and insurers. Discussion In this model, professional Boards would retain authority for disciplinary proceedings in response to local complaints, but would lose their present power of veto over foreign practitioners recruited by employers who have (...) independently evaluated and approved such candidates' ability. Evaluations of this kind could be facilitated by globally accessible National Registers of professional work and conduct. A decentralised system of this kind could also dispense with time-consuming national oversight of continuing professional education and license revalidation, which tasks could be replaced over time by tighter institutional audit supported by stronger powers to terminate underperforming employees. Summary Market forces based on the reputation (and, hence, financial and political viability) of employers and institutions could continue to ensure patient safety in the future, while at the same time improving both national system efficiency and international professional mobility. It is predicted that the rapid acquisition of new genetic knowledge and related applications during the next decade will have significant implications for virtually all members of society. Currently, most people get exposed to information about genes and genetics only through stories publicized in the media. We sought to understand how individuals in the general population used and understood the concepts of ???genetics??? and ???genes.??? During in-depth one-on-one telephone interviews with adults in the United States, we asked questions exploring their (...) basic understanding of these terms, as well as their belief as to the location of genes in the human body. A wide range of responses was received. Despite conversational familiarity with genetic terminology, many noted frustration or were hesitant when trying to answer these questions. In addition, some responses reflected a lack of understanding about basic genetic science that may have significant implications for broader public education measures in genetic literacy, genetic counseling, public health practices, and even routine health care. Shape and slant judgments of rotated or frontoparallel ellipses were elicited from three groups of 10 subjects. A masking stimulus was introduced to control processing time. Backward masking trials were presented with interstimulus intervals of 0, 25, and 50 msec, Reduction of processing time altered shape judgments in the direction of projective shape and slant judgments in the direction of frontoparallelness. This finding is consistent with the shape-slant invariance hypothesis. In order to study the effects of processing load, one group (...) of subjects was given prior knowledge of the kind of judgment to be made on each trial, one group had no prior knowledge, and a third group made both judgments on each trial. The effects of the processing load manipulation were interpreted in terms of the role of attention in perceptual encoding. We examine the computably enumerable (c.e.) degrees of prime models of complete atomic decidable (CAD) theories. A structure has degree d if d is the degree of its elementary diagram. We show that if a CAD theory T has a prime model of c.e. degree c, then T has a prime model of strictly lower c.e. degree b, where, in addition, b is low (b' = 0'). This extends Csima's result that every CAD theory has a low prime model. We (...) also prove a density result for c.e. degrees of prime models. In particular, if c and d are c.e. degrees with d < c and c not low₂ (c" > 0"), then for any CAD theory T, there exists a c.e. degree b with d < b < c such that T has a prime model of degree b, where b can be chosen so that b' is any degree c.e. in c with d' ≤ b'. As a corollary, we show that for any degree c with 0 < c < 0', every CAD theory has a prime model of low c.e. degree incomparable with c. We show also that every CAD theory has prime models of low c.e. degree that form a minimal pair, extending another result of Csima. We then discuss how these results apply to homogeneous models. Les technologies hypermédias ont le potentiel de multiplier les sources d'information et de favoriser une communication scientifique plus ouverte à la discussion et au débat. Cependant, la lecture des documents hypermédias entraîne des difficultés, telles que la désorientation, pour de nombreux lecteurs. Nous avons évalué un ensemble d'hypertextes publiés par des revues de vulgarisation scientifique à la lumière des recommandations ergonomiques issues d'études expérimentales. Il en ressort que la plupart des publications offre une lisibilité médiocre, ignorant souvent les recommandations publiées. (...) Ensuite, notre étude expérimentale réalisée avec 59 lecteurs d'un dossier de vulgarisation, en version papier et hypertexte, nous a permis de confirmer le premier constat et d'identifier des sources de difficulté. Les lecteurs de l'hypertexte avaient une moindre compréhension du dossier et une plus grande perception de charge cognitive, bien que leur satisfaction soit aussi forte que celle des lecteurs du papier. La présente expérience montre des résultats significatifs en faveur de la version papier, mais pas de rejet a priori de la technologie. Nous présentons quelques suggestions pour améliorer la lisibilité des revues en ligne.Hypermedia can potentially increase the number of information sources and improve scientific communication by facilitating public debate. However, reading hypermedia documents can lead to difficulties such as disorientation for a number of readers. We investigated a corpus of hypermedia reports from online science magazines in the light of ergonomic recommendations based on results from experimental studies. We found that most publications showed poor levels of readability and did not follow the published recommendations. An experiment involving 59 readers and one popular science report from our initial corpus published in print and hypertext versions confirmed our first observations and allowed us to identify sources of difficulty. Hypertext readers showed poorer comprehension performance and higher perception of cognitive load. However satisfaction levels were high for hypertext and paper readers. The present study shows significant results in favor of the print format, but bias against technology from readers. We conclude with some suggestions to improve the readability of online science magazines. (shrink)

The Paradoxes of Postmodernism and Contemporary Russian Culture, by Mikhail Epstein; translated with an introduction by Anessa Miller-Pogacar; xvi & 394 pp. Amherst: University of Massachusetts Press, 1995, $55.00 cloth, $19.95 paper.Mikhail Epstein, a renowned Soviet critic—his books in Russian include Paradoxes of the New (1988) and Faith and Image: The Religious (...) Subconscious in [End Page 508] Twentieth Century Russian Culture (1994)—emigrated to the U.S. in 1988. After the Future is the first collection of his major essays (written from 1986 to 1991) in English translation. It begins with the article “New Currents in Russian Poetry: Conceptualism, Metarealism, and Presentism,” which first introduced to the Soviet reader a group of postmodernist poets, just coming out (with the advent of glasnost) from the literary underground. Other articles (“Avant-Garde Art and Religion,” “After the Future: On the New Consciousness in Literature”), though first published in Russian literary journals, were shipped to Russia from “the other shore” (to use Alexander Herzen’s description of emigre writers’ whereabouts vis-à-vis their homeland). The latest studies (“Relativistic Patterns in Totalitarian Thinking: The Linguistic Games of Soviet Ideology,” “The Origins and Meaning of Russian Postmodernism”) were not only sent from the other shore but apparently produced for the other shore. Instead of analyzing the recent Russian literary crop and emerging aesthetic sensibilities, Epstein focuses on Russian historic experience in its entirety, which he somewhat didactically clarifies for the foreign reader.Despite its shifting perspectives, After the Future features a distinctive approach toward Russian postmodernism, its bona fide subject matter. Following Jean Baudrillard, Epstein defines postmodernism as simulation (“the production of reality as a series of plausible copies”) that engenders some new hyperreality and in so doing supplants “reality itself, which then becomes irrecoverable” (p. 189). The originality of Epstein’s position lies, however, in his claim that Russia as a historic and cultural entity is a postmodernist phenomenon in its own right that simulates and masterminds reality. Epstein’s claim that postmodernism is ingrained in Russian tradition is pitted specifically against those who doubt that Russia is ready to enjoy its own postmodernist bash since (contrary to the West) it never went through prior modernist phases. To prove that Russia foreshadowed postmodernism, Epstein draws on a number of historic illustrations. He cites the forceful adoption of Christianity under Prince Vladimir in 988, Peter the Great’s building of Petersburg in the “Finnish swamp” and Prince Potemkin’s infamous make-up villages as examples of the Russian tendency to forfeit the status quo for the sake of trumped-up, ersatz realities.However, Epstein’s arguments to the effect that Russia, and not the West, is the birthplace of postmodernism are not very convincing since (in accordance with his own premise) other countries can claim such a dubious distinction as well. (“Russia is the motherland of elephants”—the Russians joke about claims by zealous patriots that all great discoveries were known in their country before they appeared elsewhere.) Elsewhere, the building of the Chinese wall and the ensuing Chinese policies of isolationism, draconian enclosures of peasant land in England that led to a speedy transition to capitalism, drastic economic and social reforms after the French Revolution, and the racist policies of the Third Reich were just as arbitrary, and yet transformative of prior realities, as any of [End Page 509] Russia’s most foolhardy experiments. Ironically, Epstein’s claim that Russia is the motherland of postmodernism harks back to the turn-of-the-century controversy as to whether it is pertinent to apply Marxist theory to rustic Russia. Lenin argued that Russia can claim Marxism as its own because all of its long-suffering history was an anticipation of Marxism and leading toward it. Curiously, two central areas are unaddressed by Epstein et al.: (i) L1A–L2A differences; (ii) L2 development. Here, findings relevant to (i) and (ii) – as well as their significance – are discussed. Together these form the basis for contesting Epstein et al.'s “Full Access” approach, but nonetheless analyses of the L2 data argue for UG-constrained L2A. Also discussed is the inadequacy of accounts (like Epstein et al.'s) without an explicit and prominent role for the L1.

In "Bounding minimal degrees by computably enumerable degrees" by A. Li and D. Yang, (this Journal, [1998]), the authors prove that there exist non-computable computably enumerable degrees c > a > 0 such that any minimal degree m being below c is also below a. We analyze the proof of their result and show that the proof contains a mistake. Instead we give a proof for the opposite result.

L’imposition est l’un des principaux sujets de la théorie de la propriété des droits, mais il a pourtant été assez négligé jusque récemment. La communauté académique des philosophes avance de nos jours des arguments pour discuter avec ardeur des types d’imposition qui sont légitimes, s’il en est, et l’on doit beaucoup en ce domaine à l’ouvrage de Liam Murphy et Thomas Nagel The Myth of Ownership. Dans leur ouvrage polémique, les auteurs soutiennent qu’il n’existe pas de droit légitime permettant d’imposer (...) par préemption ni la propriété ni les droits naturels à la propriété et que le processus d’imposition n’empiète certes jamais sur les droits de propriété, qui sont le fruit d’une institution par décret gouvernemental. Murphy et Nagel prennent pour cible principale Richard Epstein qui prône une vue libertarienne ou « libérale classique » contraire à ce propos. Epstein compare l’imposition à une expropriation publique et argumente en faveur de l’impôt sur le revenu. Nous discutons ici la thèse d’Epstein sur la propriété privée, avec laquelle nous nous trouvons en accord quoique moyennant des nuances notables. Nous examinons la théorie étatiste de la propriété de Murphy et Nagel et nous soutenons que leur égalitarisme est surtout le fait d’un présupposé. Nous concluons que l’impôt sur la propriété foncière est la forme d’imposition la plus apte à être légitimée à partir de la perspective libertarienne sur les droits naturels, plus en tous cas que l’impôt sur le revenu et que la taxe sur la valeur ajoutée, formes d’impôt qui sont les plus habituelles. Comment entendre le projet d'une écologie des images? Lorsque Susan Sontag l'ébauche pour la première fois à la fin de son ouvrage de 1977 sur la photographie, il résonne comme une exhortation à la vigilance face au débordement d'images qui menace d'engloutir notre capacité de voir. Plus récemment, derrière ce souci d'une économie de l'attention, une autre inquiétude a percé, concernant cette fois les retombées environnementales de la circulation et du stockage des images numériques. Cet essai tente d'explorer une troisième (...) voie : sous l'immédiateté du visible, il s'agit de laisser affleurer les temporalités dissonantes et les vitesses contrastées qui font la tension, le ton des images dans leur venue à l'apparaître. Non seulement celles qui furent faites de la main de l'homme, mais aussi toutes les autres, depuis les infinies variations mimétiques du règne animal jusqu'aux vues produites par les machines ou le divin. Le chemin parcouru conduit de l'histoire de l'ombre (elle commence avec Pline) jusqu'à ce que Bataille aurait pu appeler une iconomie à la mesure de l'univers. C.D. Broad pointed out that philosophy in the Twentieth Century radically reduced its scope by contracting the methods it deployed. While traditionally philosophers had used analysis, synopsis and synthesis to reveal and overcome the inconsistencies of culture, critical philosophers reduced the role accorded to synopsis and eliminated any role for synthesis. This, it is argued, was a disastrous wrong turn that has led philosophers to embrace scientism, equated with naturalism, which has marginalized and reduced to irrelevance not only most of (...) philosophy, but most of the humanities. Showing how such philosophy evolved from one branch of neo-Kantian philosophy, it is argued there was no reason to constrict philosophy in this way. An alternative, more fruitful but largely misrepresented and submerged tradition of philosophical naturalism deriving from Kant is identified, a tradition which can best be characterized as “speculative naturalism”. This tradition, unlike the tradition of analytic philosophy, has made major contributions to science, and is allying science and the humanities. As Michail Epstein pointed out, while the practical outcome of natural science is technology, the practical outcome of the humanities is the transformation of culture, and ourselves. It is central to the creation of the future. Philosophy associated with speculative naturalism promises to play a major role in the transformation of culture required to overcome the current global ecological crisis. It could provide the foundation for a new “ecological civilization”. (shrink)

The turn to analytic philosophy in Anglophone countries, which is still underway and is spreading elsewhere, has generally involved a retreat from ‘synoptic’ thinking and an almost complete withdrawal from ‘synthetic’ thinking, the creative thinking that in the past has been the source of the greatest contributions of philosophy to science, the humanities and civilization. Analytic philosophy’s ‘naturalistic turn’ led by Willard van Ormond Quine was really a capitulation of philosophy to mainstream reductionist science. So-called ‘continental philosophy’ when it abjures (...) naturalism, offers no real challenge to this. This paper attempts to recover a much more powerful challenge to such analytic philosophy and reductionist science, a philosophy which is naturalist but values synopsis and synthesis along with analysis: speculative naturalism. As such, this is presented as a manifesto not only for philosophy, but for science and the humanities. As Mikhail Epstein argued, the practical outcome of the humanities is the transformation of culture. To transform culture is to transform ourselves, our society and our relationship to each other and to nature. (shrink)

In the paper, we examine tableau systems for R. Epstein’s logics of content relationship: D (Dependence Logic), DD (Dual Dependence Logic), Eq (Logic of Equality of Content), S (Symmetric Relatedness Logic) and R (Nonsymmetric Relatedness Logic) (cf. Epstein in Philos Stud 36:137–173, 1979, Epstein in Rep. Math. Logic 21:19–34, 1987, Klonowski in Logic Log Philos 30(4):579–629, 2021, Krajewski in J Non Class Logic 8:7–33, 1991). The first tableau systems for those logics were defined by Carnielli. However, his (...) approach has some limitations, for example, it requires a proof of functional completeness and axiomatization. Notwithstanding the first two constraints, it does not include all Epstein logics, e.g., logic Eq. Unlike Carnielli’s approach, here we use set-assignment semantics to determine those logics. Since syntax and semantics of a given logic usually determine a minimal syntax and structure of a tableau system for the logic along with other properties, we propose a uniform tableau framework for the logics determined by set-assignment semantics. What distinguishes our tableau systems is that they combine the features of tableaux for propositional logics and syllogistic logics when the problem of content of propositions is analysed in tableau proofs. To denote the content of propositions in the proofs, we use generalised labels (see Jarmużek and Goré in Landscapes in Logic, College Publications, London, 2021). (shrink)

WellsCatholic and Buddhist priests, monastics, teachers, and community leaders participated in the second of an anticipated four annual dialogues. The series is sponsored by the Dharma Realm Buddhist Association, the San Francisco Zen Center, and the United States Conference of Catholic Bishops (USCCB). The conference took place 4–7 March 2004 at Mercy Center in Burlingame, CA, whose own East-West (...) meditation program, led by Fr. Thomas Hand, celebrated its twentieth anniversary that year. A popular retreat center and home to the Sisters of Mercy of Burlingame, the Center offered participants tree-dotted, spacious grounds and strolling paths, as well as a labyrinth for contemplative walking.Each day began with both Catholics and Buddhists in Mercy Center's Rose Room, a Zen-style meditation space, for an hour of silent meditation in the morning. Catholic liturgy was celebrated in the afternoon in the main chapel, with all participants invited to attend and share prayer and blessings. On the two full days, Friday and Saturday, two sessions of presentations were held each morning, with one session following in the afternoon. Each of the six sessions focused on a position paper, with three papers given from a Buddhist and three from a Christian perspective. Each paper was presented by its authors, followed by two formal responses, one by a Buddhist and one by a Catholic participant. This was in turn followed by an open discussion within the whole group. A minute of silent meditation began and ended each session.The presentations focused on various meanings embraced by the term "precepts" in each tradition. One paper introduced perspectives on Buddhist precepts in three different Buddhist lineages. Another presented six guidelines as "Precepts on the [End Page 155] Mind-Ground" that connect ethical commitments with social engagement. A third paper focused on Bodhisattva practice, which embraces and unifies all sentient beings. On the Christian side, presentations discussed the precepts as signposts on the path that leads away from suffering, as motivations that move us, and as the practice of the presence of God, exemplified by the writings of Brother Lawrence.A glossary prepared by Fr. Francis Tiso helped define Catholic Christian terms for the Buddhist participants in the dialogue. Similarly, a book distributed to all participants by the Dharma Realm Buddhist Association provided background on "Buddhism A–Z." Formal discussion sessions in the evenings, as well as informal talks by the participants while walking outside or in the form of impromptu hallway meetings added to the depth and richness of the dialogue. Some recurring themes were the importance and meaning of a personal teacher in both traditions; another was the "embodiment" of the teachings, the value of teaching through presence. Personal stories and practical experiences offered by individual participants were much appreciated and added poetry and emotion to the headiness of theological discussion.Members of both the Buddhist and the Catholic traditions reported that the encounter with the spiritual practices and beliefs of the other faith provides both affirmation of the familiar and welcome discovery of unexpected riches of the spirit. Reprenant l'héritage des avant-gardes des années 1920, à travers notamment les œuvres de Dziga Vertov, Jean Epstein ou Jean Vigo, l'essai filmique s'inscrit dans le cinéma moderne qui se définit au moment de la deuxième guerre mondiale avec Le Dictateur (1940) de Charlie Chaplin. Cette évolution se caractérise par un retour au documentaire et de nouvelles relations entre l'image et le son. The composition of nitrogen-doped hydrogenated amorphous carbon films grown in a magnetically confined rf plasma-enhanced chemical vapour deposition system has been determined by X-ray photoelectron spectroscopy and compared with that determined using a combination of elastic recoil detection analysis, Rutherford back-scattering and nuclear reaction analysis. The importance of nitrogen doping or 'incorporation' in hydrogenated amorphous carbon films is discussed in relation to the significant variation in the sp 2 -to-sp 3 ratio that takes place. At 7 at.% N in the (...) a-C : H matrix, a critical change in the microstructure is observed, which governs the resulting mechanical, optical and electronic properties. Finally, the correlation between the sp 2 and sp 3 fractions determined by a non-destructive method of obtaining the bond fractions and by electron-energy-loss spectroscopy is discussed, with a view to evaluating accurately the sp 2 fraction in a-C : H : N films.
